Mr. Martin is a 21-year law enforcement veteran. He started
his career in 1981 with the San Francisco Bay Area Rapid
Transit District (BART) Police Department. In 1984, he
joined the San Jose, California Police Department, where he
worked in the Parks Enforcement Unit, the Narcotics/Cover
Investigations Unit, and served as a field- training
officer. He was promoted to the rank of sergeant in 1995,
and has been assigned to the Patrol and Airport Divisions.
He also served as the Bureau of Field Operations Training
Coordinator and is an active member of the Crisis
Intervention Team. Mr. Martin has privately provided
training for various law enforcement agencies over the past
five years since the inception of High-Risk Management
(formerly Critical Issues Consulting). The topics have
included the constitutional limitations of force, officer
safety, liability, and personnel issues. He has also
provided security and related consulting services to private
companies in the high-technology sector.
He has been active on multiple committees within the San
Jose Police Department, including the Pursuit Policy Update
Committee and the Crisis Intervention Team Implementation
Task Force. He also recently served on the California POST
Supervisory School Redesign Committee.
His articles have appeared in publications such as The
Police Marksman, Police, and Law and Order. He holds
instructor certifications in various defensive tactics
systems and other force-related areas. He has also served as
a consultant for the United States Department of
Justice-Civil Rights Division and the National Institute of
Justice and has testified as an expert witness regarding use
of force in Santa Clara County, California.
From 1997 through 2002, he has been an adjunct instructor
for the South Bay Regional Public Safety Training Consortium
in San Jose in the Field Training Officer Seminar and
Supervisors School/Updates on the topics of Liability, Force
Investigation & Documentation, Officer Safety and Ethics. He
has also served as defensive tactics instructor in the basic
academy and continues as a POST-certified Force Options
Simulator Instructor.
He also holds a Bachelor’s Degree in Psychology from
California State University at Hayward, and the designation
of “Associate in Risk Management” from the Insurance
Institute of America.
He is an active member in the American Society of Law
Enforcement Trainers, the Association of Professional Law
Enforcement Emergency Vehicle Response Trainers as well as
others.
